Shenandoah: trim down default number of GC threads

        We can trim down the default number of GC threads to make Shenandoah more cooperative with the application and OS scheduler. We routinely trim down concurrent threads to 2..4 when deploying, and better default would make deployment stories simpler.

        NB: ZGC sets 0.6*CPU for parallel and 0.125*CPU for concurrent threads.
