Add the ability to specify java.net.preferIPv4Stack in a JRE properties file

      Request for addition of the java.net.preferIPv4Stack system properties to be
      specified within a JRE properties file rather than via -D command line.

      Could it be included it as one of the properties specified within:
      $JAVA_HOME/jre/lib/net.properties ?
