[TESTBUG] java/net/httpclient/SmokeTest.java fails on Windows7

        SmokeTest.test2a -> client.send hangs up on receiving 128K data answer from echo server. The cause is in a fixed default TCP receive buffer size of 64 kB on Windows 7: the echo server does not read the packet completely and it can't stay in platform receive buffer either.
