OS notification says "click here to update" but that dismisses the notification

      ADDITIONAL SYSTEM INFORMATION :
      Windows 10 Pro Version 1903 OS Build 18362.418 64-bit
      Java Version 8 Update 221 (build 1.8.0_221-b11)


      A DESCRIPTION OF THE PROBLEM :
      In Windows 10, Java is providing a notification to the notifications area when an update to Java is available. As part of the text of the notification it states "click here" to update. Clicking on that part of the notification simply dismisses the notification, there is no executable kicked off to perform the actual java update. This results in a poor user experience.

      The exact text of the notification:
      > A new version of Java is ready to be installed!
      > Click here to continue.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Install Java RT and/or SDK
      2. Wait until Oracle publishes update to Java
      3. Get notification in the notification area of Windows
      4. Click on "click here"

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Expected Java Updater or some other application to launch to update Java components
      ACTUAL -
      Actual: The notification is simply dismissed. No updater app is launched, nor is Java updated after clicking.

      CUSTOMER SUBMITTED WORKAROUND :
      Various workarounds:
      1. Manually update Java (seems to defeat the purpose of having the ability to "click here" to update)
