Document configurable parameters of msi packages

      The fix for JDK-8232919 introduced another jpackage overridable resource - overrides.wxi.

      This WiX source is a placeholder for user overrides of the default parameters configuring msi packaging.

      Need to document what parameters can be configured.

      Adding a comment to the default overrides.wxi should be sufficient.
