Review the need for overview.html in the javax.xml.transform package

      The src/java.xml/share/classes/javax/xml/transform/overview.html file doesn't seem to be included in the resulting API Documentation.

      If it is not used, consider extracting the relevant info from it and adding it to the package-info.java file, if not already there. Then remove overview.java.
