Service binding augments module graph with observable incubator modules

      Service binding when creating the configuration for the boot layer will augment the module graph with incubating modules when they provide an implementation of a service provider that is already in the graph. This needs to be re-visited so that incubating modules are not resolved except when they are a root module or requiring by another module in the module graph.
