Update @jls @jvms taglets to allow inline usage

      JDK-8235306 updates javadoc to permit tags that can individually be used as either block tags or inline tags.

      The @jls and @jvms taglets are currently defined to be block tags. It wuld be good to update them to also support inline usage.

      The taglet is provided in
      make/jdk/src/classes/build/tools/taglet/JSpec.java
