IBM Cognos Analytics 11.0.13 run slow on 8u151 and later 8 release patch

A DESCRIPTION OF THE PROBLEM :
IBM Cognos Analytics 11.0.13 application has 6-9 seconds if it uses JRE 8u151 or later JAVA 8 release patch. If JRE is downgraded to 8u144 or prior to 8u144, the LAG issue disappeared.


REGRESSION : Last worked in version 8

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1) Deploy Cognos analytics 11.0.13 using JRE 8u151, or later JAVA 8 update patch
     we experience the 6-9 seconds LAG issue on the whole application
2) JUST switch JRE to 8u144, the LAG issue is gone. we also test early update patch (8u102,8u121), no LAG issue.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
The application should have the same performance on different JAVA 8 update patch.
ACTUAL -
On JRE 8u151 and later update patch, the application has consistent 6-9 seconds LAG.
On JRE 8u141 and earlier update patch, no such LAG issue.

CUSTOMER SUBMITTED WORKAROUND :
Downgrade JRE update patch to 8u144,
But we expect to use the latest JAVA8 update patch which addresses the security issue.
