Search results, displayed in the dropdown, depend on the currently available index files. While the search control might be already accessible, some of the index files might still be in-fight. Using search control in these circumstances could provide misleading results.
I think it's reasonable to expect that the search control both indicates that some results might be currently unavailable (e.g. "Loading..." or a more sophisticated status indicator) and that the results are updated once yet another index file has been loaded.
