[TESTBUG] JFR event MetaspaceAllocationFailure is not tested

      Even though these events are enabled by jdk/jfr/event/gc/collection/TestGCEventMixedWith* tests, they are actually never generated, hence not tested. It requires special scenario to cause allocation failures in Metaspace.

      Filing under Runtime sub-component since Metaspace falls under Runtime.
