A DESCRIPTION OF THE PROBLEM :
I live/work in Korea. At work, I've got a Windows 10 box that was originally set to all Korean, but I changed the system language to US English. The Windows input method (IME) is set to Korean, which allows me to switch back and forth writing in English or Korean.
Installing Java creates shortcuts in ProgramData\Microsoft\Windows\Start Menu\Programs\Java , but their names contain strange characters that aren't words/letters in any language. The shortcuts are:
1) "õõÿòøû úøñâ" this is an internet shortcut URL pointing to "https://java.com/help"
2) "þ÷õÃÂ¥ÃÂÃÂÃÂî ÃÂîÃÂÃÂ" this shortcut links to "C:\Program Files\Java\jre1.8.0_241\bin\javacpl.exe" -tab update" and the comments tab says in Korean that it's to verify if updates are available, but opening the link brings up a crontrol panel that doesn't have options for checking for updates (same thing was true with version 231)
3) "Java ñøüú" this links to "C:\Program Files\Java\jre1.8.0_241\bin\javacpl.exe" and the comments say in Korean that it's for viewing/changing settings
4) "Java ÃÂäúø" this links to "C:\Program Files\Java\jre1.8.0_241\bin\javacpl.exe" -tab about
5) "Java.com ùæùî" this is an internet link to https://java.com/
Note: opening any of the shortcuts opens the control panel options in English, as that is the system/display language.
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Install java
EXPECTED VERSUS ACTUAL BEHAVIOR :

Have start menu shortcuts display names that are actual letters (preferrably in the system language)
ACTUAL -
Shortcuts include gibberish
