ZGC: Make the ZProactive flag non-diagnostic

      I propose that the ZProactive flag shouldn't be a diagnostic flag, since it's a feature you might want to permanently enable/disable (similar to ZUncommit), rather than something you enable/disable to diagnose an issue.
