Currently, for most elements, the block tags are generated in a <dl> in an enclosing node (section or div) that also encloses the content of the body of the doc comment.
But, for a module, the block tags are generated in a <dl> that comes *after* the node (section) that encloses the content of the body of the doc comment.
It would be good to handle the block tags for module elements in a way that is similar to the block tags for other top-level elements.
Separately, the CSS class names and ids or the top level info are inconsistent between module/package/type and could be better aligned.
