Shenandoah: Traversal GC should mark strong CLD roots when class unloading is enabled

      Current traversal GC does not mark strong CLD roots, that might be the cause of mysterious crashes we saw a while ago (reported by SAP), although we have not seen it for a while.

      But not marking strong CLD roots still seems wrong.
