This task is for initial drop for "8230571: [TESTBUG] JFR: Extreme value testing"

The goals of this initial drop are:
  - review and agree upon naming and location
     - package naming
     - classes naming
     - location in the repository
  - establish general patterns for this testing
  - agree upon parameterized scaling via test properties
  - avoid "all at once" large drops
