        JDK-8221967 contains a fix to make rehashing be a needed guaranteed safepoint cleanup action:

        This is helpful for older JDK releases, too, especially when BiasedLocking is disabled (the older BiasedLocking implementation requests more safepoints).

        However, this is only a part of JDK-8221967, so creating a new 11u bug.
