The follow-up for JDK-8242054, we need to make sure users cannot enable both SATB and IU barriers together. Currently Shenandoah blindly accepts +ShenandoahSATBBarrier +ShenandoahStoreValEnqueueBarrier, which might lead to surprising behaviors.
