localizedBy() should override localized values with default values

      localizedBy() method overrides localized values, such as Chronology, DecimalStyle, and ZoneId in the returned formatter, with the Unicode Extension explicitly specified with the Locale argument. It should also reflect the default values for the locale, such as the Arabic-Indic numbering system used in Arabic locales.
