Ensemble8: HTMLEditor Toolbar gets scrolled out of view.

STEPS:
1. Run Ensemble8 and navigate to HTMLEditor sample
2. Hover the mouse pointer over the toolbar of HTMLEditor
3. Perform scroll up such that HTMLEditor goes out of view. [attached screenshot]

=> HTMLEditor can not be scrolled back into view by performing another scroll.

The behavior seems to be correct, scrolling can be initiated only when mouse pointer is hovering over the toolbar.
I think, the fix would be to reduce the size of HTMLEditor, such that it does not scroll out of view.
