Issue can be reproduced on both Ubuntu and Gnome panels

Steps to Reproduce:
1. Check preconditions
    a. VERIFY There are no JREs/JDKs installed.
    b. Delete any appOutput.txt files on machine
2. Open command line and navigate to location test artifacts can be found after running run_jpackage_jtreg_tests.sh
3. Install artifact_name: sudo dpkg -i basicshortcuthintest_1.0-1_amd64.deb
4. Ubuntu Panel: Click on "Search your computer" icon (top left icon on side menu)
    a. 16_04: top left icon on side menu
    b. 19_01: bottom left icon on side menu
5. Ubuntu Panel: Type BasicShortcutHintTest
    a. VERIFY application shortcut BasicShortcutHintTest can be found
6. Gnome panel: Click Applications drop down menu
    a. VERIFY "Other" menu option exists
7. Gnome panel: Click "Other" menu option
    a. VERIFY BasicShortcutHintTest shortcut option exists

Expected result:
application shortcut BasicShortcutHintTest can be found

Actually result:shortcut
application shortcut BasicShortcutHintTest can NOT be found.
issue also reproducible on JDK15+25
