remove doclint support for HTML 4

    Description

      javadoc no longer supports HTML4. We should drop support from doclint as well.

      Initially, this means removing the enum jdk.javadoc.internal.doclint.HtmlVersion and fixing up the references. Parts of the code which are specific to HTML 4 should be deleted; parts of the code which were specific to HTML5 should be made default.
