had languished for 2 months waiting for a 2nd reviewer so that wait timed out for this simle fix.

It was just pushed but the test had been prepared at a time when we were told we did not need to include All Rights Reserved in the copyright header but later the advice was to wait until the tooling caught up. Seems like is still has not.

So the test needs to be updated to add that.
