Remove OopsInGenClosure usage from younger_refs_iterate

      As a step towards cleaning up and/or removing OopsInGenClosure. I propose that we narrow the closure type used in the younger_refs_iterate functions to use OopIterateClosure instead of OopsInGenClosure.
