[11u] Test build/translations/VerifyTranslations.java failing after JDK-8252258

      Description

        The change for JDK-8252258 to restore default property java.vendor="Oracle Corporation" causes test build/translations/VerifyTranslations.java to fail. This happens because after the change, the value of IMPLEMENTOR in the release file of the build is set to "Oracle Corporation", which it never was before.

        So the change of JDK-8252258 has to be modified a little bit to keep java.vendor="Oracle Corporation" but not modify the release file.
