Monitoring available clipboard formats should be done via new Windows APIs

      A DESCRIPTION OF THE PROBLEM :
      Windows Vista introduced new APIs for monitoring available clipboard formats. OpenJDK should use it where applicable. I have already prepared a pull request on GitHub : please see https://github.com/openjdk/jdk/pull/594 for further details.
