ZGC: Make the ZArrayIterator reusable for ZRelocationSetIterators

      The ZRelocationSetIterators are mostly just duplicate implementations of the ZArrayIterators. With some slight adjustments to ZArrayIteratorImpl we can make that code reusable for ZRelocationSetIteratorImpl.
