Update the JAR file spec on EC and RSA signature block types

      The JAR file spec still only mentions DSA and RSA signature algorithms. We have added ECDSA signature very long ago and we are now adding supports for RSASSA-PSS and EdDSA. The spec should be updated to reflect the latest changes.
