G1: Make G1BiasedMappedArray freeable

      Currently G1BiasedMappedArray can not be freed as the pointer to the original allocation is lots.

      For JDK-8253600 this functionality is required as the g1 full collector also needs such a region attribute table but g1 instantiates a G1FullCollector every time needed.
