Starting from JDK 9, public API is represented by a set of public and protected members of public and protected classes from packages exported by a module.
It is expected that every JEP introducing public API would be accompanied by tests which provide full coverage of the new API.
Public API coverage could normally be delivered from code coverage information collected by special tools.
