      WinResources_ja.properties and WinResources_zh_CN.properties both have:
      resource.wxl-file-name=MsiInstallerStrings_en.wxl
      this should be :
      resource.wxl-file-name=MsiInstallerStrings_ja.wxl
      and
      resource.wxl-file-name=MsiInstallerStrings_zh_cn.wxl
      respectivly
