Sometimes the scrollbar gets stuck while scrolling with metal pipeline.
This issue is not easily reproducible , need to scroll up/down for while.

To reproduce the issue Run Swingset2 demo with metal pipeline.
Go to JEditorPaneHTMLDemo and then scroll up and down for a while.
You will notice that sometime the page scrolled till the end but the scrollbar isn't , its stuck somewhere in the middle.

Tested on MacMini10.14 with non retina display and uiScale=2.

The above observation was for AquaLookAndFeel.
For metal LookAndFeel observed that the scrollbar and page gets
stuck the the edges.
