ZGC: Rename ZRelocationSetSelector::register_garbage_page()

      This came up in a review of a separate change. ZRelocationSetSelector::register_garbage_page() is slightly misleading, since live pages can also contain garbage. A better name is ZRelocationSetSelector::register_empty_page().
