For jdk8u-cpu. currently we have linux_aarch64: "gcc-linaro-aarch64-linux-gnu-4.8-2013.11_linux+1.0", for building linux_aarch64
When tried to upgrade gcc8.3.0 there was issue JDK-8256249
Upgrading to 7.3.0 as parity with JDK11u-cpu
