ZGC: Clean up ZRuntimeWorkers and ZWorkers

    Description

      Found some additional cruft in ZRuntimeWorkers and ZWorkers that we should clean out. For example, a few obsolete comments, use of the obsolete ZThread::set_runtime_worker(), etc.
