Steps to Reproduce:
1. Check preconditions
   a. VERIFY There are no JREs/JDKs installed.
   b. Machine has been setup for signing
2. Launch SigningPackageTest-1.0.pkg
3. Complete installation

The expected results:
Installation is successful and SigningPackageTest exists ( Open Finder and navigate to Applications )

The actual results:
Failed to install SigningPackageTest-1.0.pkg on mac10.15 and mac11, Please refer to fail-pkg.png.

By the way, it can be installed successfully on mac10.14.
