Create implementation for NSAccessibilityStepper protocol

      We need to create implementation of the NSAccessibilityStepper protocol and provide its mapping to the "spinbox" Java accessibility role.

      The protocol itself described here and it only has four accessors, the rest is being inherited from the common component accessibility level. https://developer.apple.com/documentation/appkit/nsaccessibilitystepper
