Any new tzdata released is currently consumed into JDK8u/7u as rearguard format whereas the later versions use vanguard format.
Creating rearguard bundles is an additional work any developer had to perform in order to integrate into JDK.
Why not migrate JDK8u/7u to support vanguard format?
NOTE: TZUpdater functionality supports update using vanguard bundle.
