Test TestHeapDumpOnOutOfMemoryError.java needs multiple @test sections

Instead of having the two @run commands for its two separate tests, test runtime/ErrorHandling/TestHeapDumpOnOutOfMemoryError.java should have two @test sections, one for each of its tests.
