Expand discussion of rationale for BigDecimal equals/compareTo semantics

    Description

      Unlike most core JDK classes, BigDecimal has a natural order that is *in*consistent with equals. While this is a justifiable design decision, the rationale for this decision could be expanded.

      Follow-up to review comments on JDK-8261123.
