Add @build tags to jpackage tests

      Some jpackage jtreg tests are missing @build tag. By some reason jtreg still manages to compile and run most of them. However it fails on WinShortcutPromptTest and WinInstallerUiTest tests.

      Inspect all jpackage jtreg tests and add @build tag where missing.
      Remove WinShortcutPromptTest and WinInstallerUiTest tests from problem list.
