Remove vestiges of intermediate JSR 175 annotation format

      In annotation parsing (src/java.base/share/classes/sun/reflect/annotation/AnnotationParser.java) and portions of javac (src/jdk.compiler/share/classes/com/sun/tools/javac/jvm/ClassReader.java) there is vestigial support for an intermediate version of the JSR 175 annotation format (see JDK-5020908).

      This support should be removed.
