Explore additional check possibilities with @IR annotations

The @IR annotations currently support "failOn" and "counts" as the only two kinds of checks. This RFE should explore other check possibilities that could be ideally added to the @IR annotation and be processed by the IRMatcher class. This could also include checking other print flags (see JDK-8265200).
