Remove JPackage duplicate tests

Some JPackage tests are redundant since they are duplicates of other tests.
These tests should be removed.

JPackage tests that need to be removed:
* WinInstallerUiTestWith - Duplicate of basic package test
* WinInstallerUiTestWithDirChooser - Duplicate of WinDirChooserTest
* WinInstallerUiTestWithLicense - Duplicate of License test
* WinShortcutPromptTestWith - Duplicate of basic package test
* WinShortcutPromptTestWithShortcutPromptStartMenuDesktop - Duplicate of WinUiTestWithShortcutPromptTest
* WinShortcutPromptTestWithStartMenu - duplicate of WinMenuTest
* WinShortcutPromptTestWithDesktop - duplicate of WinShortcutTest
