A DESCRIPTION OF THE PROBLEM :
I received the Java Software Update with release notes in Chinese despite having my primary language set to English. I do have Chinese as the #2 language on System Preferences > Language & Region, but I'm not sure that was supposed to happen. The update alert also came two weeks after the update was released. I have two screenshots:
