Steps to reproduce:
1. Check preconditions
    (a) VERIFY There are no JREs/JDKs installed.
2. Launch WinShortcutPromptTestWithShortcutPrompt-1.0.exe / WinShortcutPromptTestWithShortcutPrompt-1.0.msi
3. Wait for install to complete
4. Open file explorer and navigate to %ProgramFiles%\WinShortcutPromptTestWithShortcutPrompt
5. Double click WinShortcutPromptTestWithShortcutPrompt.exe
    (a) VERIFY appOutput.txt is created in user home directory


Expected result:
 appOutput.txt is created in user home directory

Actual behavior:
appOutput.txt was not created
