It would be good to document the javadoc software stack, including

* the Standard (HTML) doclet (formats.html, formats.html.markup)
* the toolkit layer
* the Doclet API
* the tool
* javac

This could be done by expanding the comment in the jdk.javadoc.internal package-info.java file.
