Support L and Q type descriptors for the same primitive value type.

JEP 401: Primitive Objects was modified to allow L or Q type descriptors to refer to the same primitive value type, rather than relying on spilt class model (requiring different classes representing reference project and the primitive type itself).

Allows unified primitive value type class to represent reference projection.
