JRE/JDK won't install with non-ASCII username

    Description

      A DESCRIPTION OF THE PROBLEM :
      I've tried installing various versions of JRE and JDK and they all failed without error message.
      Then I created a user with ASCII username and the installer worked properly.
      My normal username is in Russian.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      run JRE installer with Russian username in windows (path to user directory must be partially in non-ASCII)

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      JRE will be installed
      ACTUAL -
      I'm asked for elevation permission and then nothing happens

      CUSTOMER SUBMITTED WORKAROUND :
      install JRE from user with ASCII username

      FREQUENCY : always
