Card set memory statistics are reported to the memory cleanup threads on every gc, although full gc does not calculate card set memory statistics at all, reusing values from previous young gc.

The effect is that at the moment, after full gc unused card set memory will not be given back to the OS (but potentially reused) until the next young gc.
